Chen was born in 1977 in Taipei, Taiwan, and finish his BA and MA degrees in Percussion in the Department of Music at Fu Jen Catholic University. Chen also earned a second master's degree and doctoral degree in music theory and composition in the Department of Music at National Taiwan Normal University, where he studied with Professor Wen-Pin Hope Lee.

Chen now is the associate principal of Timpani and percussion of the National Symphony Orchestra in Taiwan. Serving as Acting Principal Percussion starting from mid-March 2025.
