Born in Pingtung County, Jer-Huei Chen learned music with his mother Yingju Zhang in the childhood, and later entered the Music Department of the North Normal University (now National Taipei National University of Education), from which he graduated in 1984, and was elected as an outstanding alumnus of which in 2012. In 1991, he graduated respectively from the Conservatoire national supérieur de musique et de danse de Paris and the Conservatoire National de Région de Boulogne-Billancourt. He studied keyboard harmony with Mm. Isabelle Duha at the Ecole National Musique d'Issy-Les Moulinaux, and piano accompaniment with Melle Christine Nouvelle at the Schola Contorum. Chen also studied percussion performance with Ya-Wen Lien, Tzong-Ching Ju, Jacques Delécluse, Michel Cals, and Michel Cerutti; and piano with Lin Xue-He, Qian Wan-Hui, Ai-Hsiang Tseng, Tong-Hsing Zhang, Sheng-Ching Pen, Mark Russell, Sung-Jen Hsu, Marie-Paule Siruquet and others.

Chen constantly gives recitals and has been invited to perform concerto with orchestras, such as the YWCA Philharmonic Orchestra, the NSO String Ensemble and the National Taipei National University of Education Orchestra. In 1996, he founded the 1002 Percussion, with the aim of creating an exquisite musical interpretation and a positive, innovative spirit of experimentation, he produced and performed a spectacular series of concerts, featuring respectively Steve Reich, John Cage, and George Crumb. In 2008, he is invited to record Carl Orff’s Carmina Burana and Stravinsky’s Les noces, and to tour in Italy. In May 2011, he participated in the seventh Taiwan International Percussion Festival. In August 2011, with the Grame National Center for Music Creation Projec in France and RIT (Rendez-vous Internationaux de la Timbale), Chen co-curated the percussion theater, “E1002: Mix and Match of the Stars”, performing Kagel’s Match and other classic works for percussion. On October 2, 2015, for the 10th anniversary of the ensemble, thirteen international contest winners were gathered at the National Concert Hall to perform the percussion theatrical version of Collections, for the 2015 Innovation Series Music Plus+; on October 18, 2015, Chen performed the whole program featuring Crumb’s works as a percussionist, pianist and conductor in the ISCM “Taipei International Modern Music Festival” closing concert.

Chen is also an enthusiastic composer: in February 1998, his work for percussion solo, As?, is selected in the ISCM World Music Days, and was invited to be performed in Romania in September the next year. In October 1998, Chen was invited to publish his work for percussion duet, Between, with N. Zivkovic at the Taipei International New Music Festival. In November 2000, he was commissioned by the Taipei People's Chamber Ensemble to compose a piece for percussion solo, Collections, which is premiered at the Taipei International New Music Festival. In December, 2011, he tailored Three Fools for the Insomnia Trio to participate in the 2012 Luxembourg Competition for Percussion Trio. In March, 2015, he composed "Ho-HanJi" for the HanJi Quartet to participate in the Luxembourg Competition for Percussion Quartet; in October 2015, Chen is commissioned by NTCH to re-produce for the 2015 Innovation Series Music Plus+, creating the percussion music theater and to publish Feedback, in which the FeedDrum is firstly practiced in Taiwan.

Jer-Huei Chen is an active percussionist, who devoted in both percussion playing and teaching. Chen He is the Percussion Principal of Taiwan Philharmonic, the National Symphony Orchestra and the music director of the Ensemble1002. He also teaches at the Departments of Music in the National Taiwan Normal University, National Taipei University of Education, Taipei Municipal University of Education and others.
